About

Ruda & Associates, Inc. was founded in November 1994 by four principals of the company, Mitchell Ruda, Cathryn Dorman, Kenneth Castle and Tilman Stuhlinger. All four were previously employed by a small Aerospace company headquartered in Southern California. Together they have established a thriving and vibrant business in commercial, military, cinema, medical and industrial markets.

Cardinal Optics, Inc., a sister company, was established in May 2000 to meet the needs of customers seeking conversion of Ruda and Associates' engineering solutions into prototype and production hardware. Cardinal Optics complemented Ruda & Associates by offering production, prototyping and product testing of opto-mechanical systems.

In February, 2009, the two companies merged to become Ruda-Cardinal, Inc., offering the same innovative and outstanding services with expanded capacities.

Export-Compliance Guidelines

As a manufacturer and exporter of advanced optical systems, Ruda-Cardinal, Inc., is registered with the U.S. Government. Our products and services are subject to U.S. Department of State (ITAR) and U.S. Department of Commerce (EAR) export regulations. U.S. export law as contained in the International Traffic in Arms Regulations (ITAR) or Export Administration Regulations (EAR) may also be applicable to technical information not deemed as Public Domain information. Such technical information will not be placed in the public domain, exported from the U.S., given to any foreign person in the U.S., or re-exported without the prior specific written authorization of Ruda-Cardinal, Inc., and the U.S. Department of State or U.S. Department of Commerce.

Ruda-Cardinal, Inc., will comply completely with all applicable U.S. export laws, regulations, and requirements. U.S. Department of State or U.S. Department of Commerce licensing may be required for the export of any product, data, or service. Ruda-Cardinal, Inc., will export defense articles, data, or services only to countries approved by the U.S. Department of State and U.S. Department of Commerce, only after obtaining the required and approved export authorizations.

All export shipping documents will identify the actual ordered items of a shipment and will declare the actual amount paid for the items or services ordered. Ruda-Cardinal, Inc., will not declare items in any other way or misrepresent their value. In addition, miscellaneous items or parts valued in excess of US $2,500.00 may also require an export license. Ruda-Cardinal, Inc., will not export any orders prior to license approval. The anticipated license approval time is 8 to 12 weeks from the date of submission. Ruda-Cardinal, Inc., is not responsible for any shipping delays caused by the license-approval process

Once Ruda-Cardinal, Inc., has received all approved export documents, your order will be shipped to our freight forwarder. If you have a preferred freight forwarder, you are required to inform Ruda-Cardinal, Inc., of the company name, address, phone number, and POC before an export license is applied for. Customers must adhere to the export license and any provisos or conditions.

Should Ruda-Cardinal, Inc., suspect or have knowledge that any item purchased in the United States either directly or indirectly from Ruda-Cardinal, Inc., is being sent overseas, we are required to have a copy of any applicable export license and a copy of the SED (shipper’s export declaration) on file.

Due to the sensitivity of our products, and U.S. Government requirements, Ruda-Cardinal must be absolutely sure of the end user and ultimate destination.  Ruda-Cardinal, Inc., will not send parts to “friends or associates” in the United States for transfer to a foreign national for overseas transit. This is illegal and Ruda-Cardinal, Inc., will not process such orders.
